What is causing my computer to lock up?

My kid's computer has got a virus on it, I need to connect to the internet while in Safe Mode with Networking, but I while in the correct mode there is no internet connection. I am using wireless internet, I just tried to physically connect the computer with the actual internet cord and that did not work. In my experience, all of the things listed below can cause a PC to lock-up
Windows 95/98 instability,Hard drive errors,Incorrect or corrupt mouse driver,Loose or reversed mouse and keyboard connections,Running out of RAM memory,Resource leaks,Software conflicts,Computer viruses,Bad RAM memory.
