Do some volunteer work for Engineers without Borders based on the Doctors without Borders concept. They go to places like you are thinking of and help teach locals about infrastructure and help them build stuff like that.Here's their website:http://www.ewb-usa.org/get_involved.php.

Yes, though there are really cases where we can't avoid this disasters, what we really need to do is do the necessary precautions if this things will happen.
