Firstly, many thanks to Civil Engineering Bulletin for creating this new column "Ask Vincent Chu".

All civil engineers are welcome to raise engineering problems encountered I will try to respond to them shortly. I wish that this essentially provides a systematic means in addressing engineers' needs on real time basis and to help them out in their day-to-day engineering works.
